Voces de la Frontera is now hiring multiple full and limited-term positions for:
Phase 1: (Contracted position Construction & General Logistics Manager up to 20 hours per week
Phase 2: (Full Time) Facilities and Administrative Services Manager 40 hours per week

Position Description:
The Facilities and Administrative Services Manager leads and coordinates all of the necessary office support services, including physical plant management, space management, and supply purchasing for the Milwaukee Office. Key functions include managing building and grounds maintenance activities. During the construction process the manager will provide support to the contractors, architects and city representatives. This position reports to the Deputy Director of Operations (DDO).
Phase 1 – Principal Responsibilities:
Construction & General Logistics Manager Responsibilities:
- Work closely with the architects to finalize the design and start the permit process as well as city representatives from the department of neighborhood association to finalize permits.
- Work with certified local construction companies on the bid process to obtain and solidify a contract to do the construction work.
- Manage and organize all building repairs in conjunction with the Deputy Director of Operations.
- Respond and manage requests by Voces program staff to use our meeting facilities while construction is being done
- Identify & secure all needed building materials, in consultation with the architects, in order to avoid delays in renovations also including taking actions in resolving issues/delays due to unexpected bad weather and/or emergencies.
- Detailed weekly updates with DDO, Executive Director and senior team.
- Be responsible for ensuring project budgets are adhered to
- Coordinate with VDLF building committee; identify potential volunteer workers and renovation donations. Work with architects and contractors to determine when/how volunteer laborers and material donations might be availed
- Meet with and Represent VDLF in meetings with local business association.
- Meet with local law enforcement and develop relationship along with DDO.
- Assist with bids and plan for moving from old office to new office
Phase 2 – Principal Responsibilities:
General Building Services and meeting space responsibilities
- Work with IT and reception coverage staff to coordinate technology support along with conference room reservations for internal and external meetings.
- Maintain vendor relationships and prepare and track invoicing process. Provide guidance and make recommendations.
- Manages space within the building, ensures that shared common spaces by assisting with the reconfiguration of meeting space as needed
- Troubleshoot a variety of general facilities related requests from staff.
- Ensure workstations are ready for use for new employees (provide starter supplies, ensure waste and recycle baskets are in place, etc.) and update floor plans to reflect current seating assignments as needed.
- Manages inventory for office supplies, ensure facilities closet is organized and stocked for meetings. Receive, distribute and stock office and kitchen supplies when delivered.
- Coordinates and supervises contract for cleaning and facilities services.
- Ensures vending machine is stocked regularly, contact appropriate vendor as necessary.
- Develop moving/move-in plan including identifying potential assistance needed and costs/budget in collaboration with DD of Ops
- Monitors temperatures in conference rooms and makes appropriate adjustments when required.
- Provide security keys to new and existing staff when necessary.
- Coordinate repair and replacement of office furniture.
- Daily distribution of incoming USPS mail.
- Maintain shipping and postage supplies and equipment.

Qualifications:

Deputy Director of Operations
Will be responsible for the overseeing of internal operations under the immediate supervision of Voces de la Frontera Executive Director (ED), the Deputy Director of Operations (DDO) will ensure integrity, effectiveness and organizational administrative capacity to support the mission and strategic vision of Voces de la Frontera and Voces de la Frontera Action. Below is a listing of duties and responsibilities of the DDO.
General organizational duties:
- Advise ED, c3 and c4 board in navigating administrative staff, programs, and strategic growth
- Staffing c3 and c4 board meetings and finance/compliance & personnel committees
- Maintain close collaboration with ED in all decision making as defined by the Decision-Making, Accountability, Responsibility, Consultant and Informed (DARCI) decision making protocols.
Financial Management:
- Financial oversight on organizational budget, monitoring income and expense statements to be consistent with grant budgets and contracts and prepare monthly and as needed reports for the Executive Director, Board of Directors, program areas and funders.
- Ensure monthly review in consultation with accountant and financial staff to review payroll/health/wage allocations, monthly income and expenses, and review due to and due from, reconcile monthly books.
- Ensure internal controls for all cash handling and financial management.
- Ensure that Administrative Assistant on a weekly basis, make deposits for the c4 and c3 to financial institutions, gather receipts/documentation and cross-check deposit logs.
- Work with accountant to ensure timely filing of annual public 990 long tax forms for c3 and c4
- Produce a monthly financial report and cash flow for the finance committee and c3 and c4 boards
- Produce capital campaign reports
- Develop bi-annual budget by September to be passed by the end of November with staff, the Executive Director, Development Director and c3 and c4 board.

- On an annual basis, review accounting and class coding for QuickBooks c3 and c4 and ensure that all staff forms are properly updated
- Work closely with Development Director, Operations Manager, and Administrative Assistant to ensure that incoming grants and donations are properly classified and develop tools for ease of reporting
- Work closely with the Development Director and Organizing Director to ensure a good tracking system for sustaining members and individual donors.
- Work with accountant to establish best organizational practices according to Generally Accepted Accounting Principles (GAAP)
- Create and maintain an up to date Financial and Compliance Policies and Practices Manual.
Compliance:
- Oversee Annual audit preparation with accountant, Operation Manager, and Finance Administrative Assistant for completion and evaluation for both Voces de la Frontera and Voces de la Frontera Action. Ensure best practices are in place on a year-round basis, create an audit practices section in the Financial and Compliance Policies and Practices Manual.
- Review and update internal financial controls with financial committee as needed
- Operations Manager will prepare all necessary documents for the audit.
- Oversee and support legal compliance for financial management and government reporting of Voces de la Frontera 501c3 and Voces de la Frontera Action 501c4.
- Ensure compliance with c3 c4 cost sharing agreement. Operations Manager and Compliance staff will separate income and expenses, track lobbying and electoral activity, file timely reports with local, state and federal government.

Human Resources:
- Oversee and work closely with Human Resources Director and legal counsel to ensure strong labor law compliance, best practices and address any questions
- Work with the HR Director to oversee coordination of new hires as well as off boarding systems.
- Work with the HR Director to ensure organization wide staff work plans and reviews are completed based on our personnel policy guidelines.
- Work with the HR Director and personnel committee and VDLF legal counsel to review on an annual basis personnel policies, update, distribute and implement and ensure compliance..
Building & Security
- Work with HR Director to oversee building management issues including leases, maintenance, repairs, and security, including pin codes and office keys
- Work with the HR Director and Building Manager to oversee office security, surveillance equipment and good security measures for statewide events, offices and major actions.
- Support fundraising activities and major organizational events
- Other duties as assigned
Supervisory Duties:
- Supervise the administrative team; Building Manager
- Provide general operational support to all full-time and part-time staff.
Qualifications:
- Experience in related field experience
- Experience in social justice, issue-based organizing, and strong commitment to issues
- At least 5-7 years of experience in financial administration and compliance and management of non-profit organizations
- Proven track record of accomplishments within strategic management, organizational sustainability, and design

Immigration Attorney
Welcome Center Overview
The primary purpose provided by the Voces de la Frontera Welcome Center is to expand legal services to diverse immigrant and refugee populations including Know Your Rights trainings on asylum rights, civil rights and labor rights; citizenship clinics and classes and legal support for naturalization, one to one pro bono legal consultations on immigration and labor issues; English classes and youth and adult leadership development opportunities.
The Voces Welcome Center seeks to build stronger alliances with our state’s diverse ethnic communities and organizations to provide culturally competent services and referrals to help newcomers better integrate into our community by being a one stop shop for multilingual information on City of Milwaukee ID, housing; interpretation & translation; job placement; mental health; primary care; parenting; transportation; and work readiness/training.
Goal of the Position
The position will work with staff and volunteers to expand Voces’ BIA accredited legal services, asylum services, citizenship clinics, labor rights services, and multilingual legal services to City of Milwaukee immigrants and refugees and our statewide chapters. The position will work on policy initiatives that better integrate and support immigrants and refugees in our community, and develop and or review multilingual community education materials on Know Your Rights or other issues.
Job Description/Responsibilities
- Train key staff and volunteers to screen and prepare immigration applications and increase the numbers of BIA accredited persons. Applications include asylum initial applications, family petitions, consular processing, adjustment of status, U-visa, VAWA, removal defense cases, and deferred action labor rights.
- Review cases to identify simple cases that can be handled by trained volunteers and those that are more complicated and might need legal referral and representation.
- Meet regularly, coordinate and network with Voces’ pro bono attorneys’ that are part of our referral list and legal clinic to maximize legal services and impact
- Train attorneys, volunteers and staff for large scale legal clinics.
- Supervise law students, paralegals, and legal fellows to build Voces’ legal capacity
- Provide ongoing staff training to assess individual’s eligibility for immigration benefits at consultations.
- In some cases, provide legal representation for clients in immigration court proceedings and other legal proceedings related to immigration and refugee status.
- Perform legal research and regularly monitor developments in immigration law and labor law
- Conduct community presentations on immigration topics such as “Know Your Rights
- Serve as legal/policy expert in coalitions with external partners
- Strategically, creatively, and boldly use plaintiff-drive, community-grounded impact litigation in combination and partnership with Voces other core strategies of policy advocacy, communications, and movement building to advance Voces vision and mission.
- Collaborate with staff across the organization, including the communications, essential workers department, youth and adult organizing departments.
- Advance Voces legislative advocacy by providing legal analysis and technical assistance to Voces colleagues, government officials and staff, the media, and organizers. Provide support to other staff on issues of subject-matter expertise.
QUALIFICATIONS AND EXPERIENCE
Education
- JD Required
- Written and oral fluency in English/Spanish desired;
- At least 2 years’ experience working in immigration legal services, immigration court experience strongly preferred;

- Possess advanced interpersonal communication skills and passion for social and economic justice, and sensitivity to challenges of the immigrant community;

Voces de la Frontera is looking for a grassroots rural organizer with basic experience organizing workers or members of the community. The main objective is to identify and support dairy and ag workers who can become local leaders and members of the Essential Worker Rights Network. The rural organizer will support dairy and ag workers in knowing their rights, developing their organizing skills to improve working conditions and advance the campaign to restore state driver licenses and immigration reform by being a critical voice representing essential workers in the dairy state. During election seasons, the organizer will work with members to continue to build our “Voceros por el Voto” Latinx and multiracial youth voter network.
The organizer should be a model of leadership, possess humility, honesty, passion for the struggle for justice, be responsible, promote unity and self-determination of our leaders in the struggle. The ideal candidate will have knowledge of farming and rural society.
Essential Duties
Organizing workers and developing leadership in campaigns
- Attend trainings and meetings of to the Essential Worker Rights Network staff and leadership
- Identify known essential dairy and ag workers (in cheese processing, vegetable and fruit harvesting or processing, butcher or meat packing operations, etc), and new contacts through referrals and outreach in the community.
- Set up one-on-one meetings with dairy and ag workers to know each other, identify their needs, connections and talents to better integrate them in our organizing efforts.
- Motivate and agitate workers in taking action and becoming members in order to strengthen the organization.
- Set goals with every worker to become an active member and develop their leadership skills.
- Develop the leadership of members by establishing Voces chapters in their places of employment, where they can discuss mutual concerns, initiatives, and campaigns to improve conditions, deferred action for workers who experience a labor violation, and ways to advance the fight for driver licenses and immigration reform locally.
- Engage workers in our main statewide organizational events: annual gala, May Day and Annual Assembly.
- Serve as conduit to bring suggestions and ideas from the rural sector to the Voces EWRN and Voces board.
- Identify and interact with allied organizations, such as Wisconsin Farmers Union, Family Farm Defenders, etc., that support the rights and interests of immigrants,
- Identify and interact with farmers and agricultural processing companies who support the interests of their workers.
- Identify workers that can take on a public role in campaigns and in the media representing the organization.
- Motivate workers to understand the importance of voting and join local and state lobbying efforts and build our Latinx/ multiracial youth relational voter network, Voceros por el Voto.
Administrative Duties

Scope of work:
The goal of the position is to coordinate and expand legal services and resources for diverse immigrants and refugees in the City of Milwaukee. This position will also serve as a liaison to allied immigrant and refugee organizations that want to form a strategic partnership for Voces’ Welcome Center of Milwaukee. Facilitate the development of worker centers in key areas of the state.
Job Duties:
- Identify, recruit, and supervise Milwaukee Worker Center organizer/paralegal.
- Provide program support to Voces’ New American Program, Caminos legal services, Multi-lingual Citizenship Clinics, Know Your Rights Forums (including asylum, deportations, immigrant labor rights), vaccine clinics, and Emergency Relief efforts.
- Facilitate and coordinate new services to the Voces worker’ center that will benefit the immigrants and refugees and the communities they live in.
- Identify and engage diverse immigrant & refugee community partners to work collaboratively with Voces to enhance services and referrals to the immigrant and refugee population and create a Welcome Center that is as a citywide comprehensive service provider referral hub. Identify gaps and strategize with VDLF other partners to address.
- Organize and facilitate Worker center team meetings
- Track contacts and services provided; produce monthly board and grant reports
- Attend Voces staff meetings and coordinate efforts so as to maximize services
- Work with the Communications Department of voces to spread the word on how immigrants and refugees can take advantage of services provided by the Welcome center.
- Work with the Development Department to expand the funding base for the welcome center.
- Work with New American Volunteer Coordinator, Deputy Director of Operations, Worker Center Organizer and key leaders to oversee recruitment, orientation and volunteer management.
- Identify key partner community-based organizations, multilingual interpreters, bilingual immigration and labor attorneys in diverse languages of major immigrant and refugee populations in the City of Milwaukee (such Hmong, Burmese, etc.) to provide culturally competent legal services.
- Maintain and update a Voces manual/resource book of services and potential referrals & keep up-to-date.
- Facilitate the development of workers centers in key areas of the state.

Responsibilities:
- Leadership development and follow up with Core Leaders. This includes Freedom School, summer retreat, and more throughout the year
- Work closely with YES Lead Youth Organizer and teacher advisor to support high school YES chapters
- Carry out campaigns related to immigration reform, educational justice, GOTV efforts, and other social justice issues in which high school students are taking leadership
- Attend Voces staff meetings and coordinate youth program work with the work of the organization, including intergenerational activities
- Help individual students with college access and DACA

- Run Racine Core Leadership meetings, including preparing the facilitator in facilitation skills, Unity Clap as well as coordinating the weekly agenda

Qualifications:
- 2-3 years’ experience in community organizing, youth leadership development, and/or program development
- Experience with leadership development, organizing strategies and civic engagement campaigns
- Demonstrated capacity in working with diverse youth populations, school-based organizing a plus
- Demonstrated capacity in working with diverse stakeholders including program advisors, school staff and funders
